Bihar Makes History: India's First Mobile Voting in Municipal Elections

On June 28, Bihar became the first Indian state where voters exercised their franchise via mobile phones during municipal bypolls across six Nagar Panchayats.

What Made It Historic?

  • Voters cast their votes through e-SECBHR, an Android-based app developed by the Bihar State Election Commission.
  • The system was designed to include those who often miss elections-senior citizens, persons with disabilities, pregnant women, the critically ill, and migrant workers.

How It Worked: Secure & Inclusive

  • A blockchain-backed system ensured immutable vote recording.
  • Facial recognition, OCR, and VVPAT-style audit trails authenticated each vote.
  • Strict controls: one mobile number could serve at most two registered voters, all verified against the electoral roll.

Why It Matters

Only Estonia has implemented full-scale internet voting at the national level. Most countries limit e-voting to:

  • Overseas voters
  • Disabled or military personnel
  • Low-stake elections
