Temple Tourism: A Blessing for Municipal Revenues or a Missed Opportunity?

Temple tourism is a booming sector in India but does it contribute to municipal revenues? We compared the Municipal Corporations (MC) of Tirupati, Ayodhya, Amritsar and Prayagraj. The data is from the latest available audited accounts -FY 24 for Gaya and FY 23 for other MCs.

While Tirupati and Prayagraj have revenue surplus, the MCs of Ayodhya and Amritsar show revenue deficits.

While the reasons for the deficit can be complex, they point to the following

  • The financial position of the state government- the crisis in Punjab government's finances has caused the state to withhold payments to Amritsar MC, worsening its financial position.
  • The focus of the State government- The UP Government has clearly focused on temple tourism, and is building the infrastructure that can add to the property taxes and user fees for its MCs. Similarly, Tirupati has long been a focus area of tourism for its state. Temple tourism has the potential to significantly boost municipal revenues, but its impact varies based on local economic dynamics, state policies, and the nature of tourism itself.
